Timothy E. Moats was born in Phoenix, Arizona and raised in Bryan, Ohio. He received his undergraduate degree from Miami University in Oxford, Ohio in 1986 and DDS from The Ohio State University in 1990, where he also completed a residency in Advanced Education in General Dentistry following his graduation from dental school.
